I've seen these problems 1st hand and building back lost SEO value takes time. You've outlined here the way to address this. Web masters need to keep in mind that deleting a page from the website doesn't necessarily remove the page from Google's index (unless it's specifically requested by your web master). But there are numerous other search engines that serve numerous other search sites. So as you point out, rather than getting a page not found error when those search results are clicked, the 301 serves up a nice page in place of the one that no longer exists.
